Okay I can reproduce this now. SCIM (the standard XIM program for Gnome) fails on all versions of Emacs, including Emacs 21, if the given version (2.12+) of gnome-settings-daemon is running. I can also verify that SCIM works perfectly without gnome-settings-daemon; in particular, in other desktop environments. This is probably a Gnome bug. The bug report entered into the Gnome bugzilla database has not received a reply. If there is still no reply in the next couple days, I'll email the Gnome lists directly.
