I also receive windows-1252 email pretty often (and often incorrectly
labelled as latin-1) but I have never opened a text file using window-1252.
The windows-1252 labelling in the Content-Type header makes
preferred-coding-systems unnecessary.
They also come in attachments. In principle, Rmail could notice
the Content-Type headers for attachments; at present, it does not.
