This sounds an interesting and workable idea.

I certainly looked at etc/NEWS (or was it antinews I used. I forgot)
to learn the new features.
I think this is customary for an emacs user when he/she moves to a major new
version.

Maybe, the obsolescence of some modes could be mentioned there including the
some font face handling modes, etc., and typical way (changing of some emacs
code) to cope with such changes could be mentioned there.
