Tramp uses password.el from gnus, if it's in the load-path. This does not seem to be part of Emacs 22.1 (yet). A second issue is that Tramp let the password expire after 16" by default. With scp as default method, this doesn't seem to be clever. The default shall be "no expiration" (password-cache-expiry set to nil).
