Most likely the subprocess is a cygwin executable.  This is
a known incompatibility.  I have no idea whether there's a plan on the
cygwin side on on the Emacs side to fix this.
In the mean time, either use a cygwin build of Emacs, or use a mingw (or
gunwin32) build of the bash.
