I've just built the latest emacs-unicode on Windows-XP under
Cygwin, but it sets default-buffer-file-coding-system
correctly to japanese-shift-jis-dos.

And, when I run Emacs with LANG=zh_CN.GBK,
default-buffer-file-coding-system is set to chinese-gbk-dos.
