I'd like to think you're talking about trivial bugs or bugs that cannot lead to data loss. A bug that crashes Emacs, or corrupts a buffer contents, or silently fails to write changes to disk, or some such, should be fixed right now even if it's been with us forever. (Not that I know of any such bug, of course.)
