I think it's also going to fail in this case if you configure --without-toolkit-scroll-bars --with-x-toolkit=lucid because then HAVE_XAW3D never gets set. And if you configure with no options, it's not going to realize that it could in fact use the Xaw3d include files to build the lucid toolkit. Emacs 21 had the same problem, and since no-one ever reported it here (?), it doesn't seem that big an issue.
