Fontset: -*-*-*-*-*-*-*-*-*-*-*-*-fontset-default
    Fontset: -*-*-medium-r-normal--10-*-*-*-*-*-fontset-hiraginokaku
    Fontset: -*-*-medium-r-normal--12-*-*-*-*-*-fontset-hiraginokaku
    Fontset: -*-*-medium-r-normal--14-*-*-*-*-*-fontset-hiraginokaku
    Fontset: -*-*-medium-r-normal--16-*-*-*-*-*-fontset-hiraginokaku

And loading this file creates in *Messages* the warning:

    Ignoring unknown mode `*-mode'

So it seems to be more of a bug with local-variables ...

... funny bug. In general there seems nothing peculiar about fontset
specification we could use to inhibit `set-auto-mode-1' finding a mode
(the special case is trivial to fix). We could drop a note somewhere
to say that such specifications should not occur in the first two lines
of a file.
