Strange.  I just verified that it does local auto-saves for me.
Here's what I did:

(setq rcp-auto-save-directory "~/.rcp/")
; create directory ~/.rcp
; open dired buffer for that dir
; edit remote file
; see that auto-save file appears in dired buffer (after `g')

Maybe the problem is that the directory must exist?
