I have changed the default value for the command which invokes
uudecode.  It now looks like this:

( uudecode -o - 2>/dev/null || uudecode -p 2>/dev/null )

The above command expects the encoded file as stdin and should print
the decoded file to stdout.  I have tested this on FreeBSD, Linux and
Solaris, and this seems to do the trick.  I have even tested this on
one file, and it appears to do what is wanted.

If you would like to test it, that would be nice.

Thanks to Harry who has prompted me to think about uuencode and has
thus helped to stamp out yet another bug in rcp.el...
