The fsf-compat package is not in XEmacs 20.3.  I've double checked in
the tarball.  It is however packaged alongside XEmacs 21.1.7 and the
path you quote is in the style of XEmacs 21.  The default place for a
package was like /usr/local/lib/xemacs-20.3/lisp/.
