To make this clear: if you want to use scp, you type the following:

C-x C-f /r@scp:user@host:/path/to/file RET

If you want to use an inline method (ssh plus mimencode, say), you
type the following:

C-x C-f /r@sm:user@host:/path/to/file RET

In both cases, the interface is like ange-ftp: you enter a file name,
Emacs does the rest.
