I don't know about the "right" name. It's still considered bad practice
to use global identifiers that don't have your magic prefix.
It seems better to rename report-emacs-bug into submit-bug-report
(and have it ask you if you want to send it to the Emacs maintainer or
to the major mode's maintainer).
