What about trying a (tramp-wait-for-output) after the 
(tramp-send-command ...) which immediately precedes the 
";; find a `perl'" comment?  It may be that the definition of 
tramp_test_nt() is somehow never getting the closing brace because too 
much is getting sent too quickly, and its syntax analyser is therefore 
running off the end.  Just a thought.
