    foo-report-bug:        calc, dired, efs, strokes

    foo-submit-bug:        ffap, w3

    foo-submit-bug-report: bibtex, cc-mode, crisp, edebug, elp,
                           hm--html, lazy-lock, psgml, python-mode,
                           supercite, tcl, TeX, verilog, vhdl,
                           view-process, vm, winring, xrdb

    foo-submit-report:     crypt, cvs, ediff, viper

    report-foo-bug:        calc


tramp-submit-bug-report would seem to have the edge.
