some reason I don't stay at Tramp the way I should.  Gah.

Hm.  What can I do to make sure that the buffer name is unique?
Suppose I use a name like `*tramp default@HOST*' in case the user name
is not given, then things will break when the user enters a user name
`default'.

Hm.  Maybe I should use `*tramp (none)@HOST*' and hope that no Unix
system uses parentheses in user names.  Yes, that sounds like a good
idea.
