I think that's antithetical to the idea that a great deal of the core functionality would be built using "plugins" that make up the app itself. Not saying I agree or disagree at this point; I'm still kind of ambivalent about that approach, for various of the reasons others have already stated. But if that's the approach the dev team will be taking, then I don't think that total plugin independence is going to be possible.
