That's actually how Services worked on NeXtStEp. When I worked on Virtuoso (FreeHand for nEXt), it had no native support for JPEG (print production and JPEG aren't really compatible). If you had something like TIFFany installed (supported TIFF and JPEG), TIFFany would handle the JPEG to TIFF conversion, transparently and on-the-fly, for free.
