Perhaps the Mail Action you have is not fully configured to actually put 
the bad email anywhere or maybe it is not even configured properly to do 
anything.  It may just be the list of bad domains allowing you to set the 
action to be taken.  

Open the Mail Action and see what are the defined Actions.  They should 
be something like "File Message in "Name of folder (or "Deleted Mail")".  
You may even want to priority colour the mail, so you can review it 
easily to see that no false positives slip through. 

If no Actions are set, then click on the "Define Actions.." button and 
select the appropriate actions you would like to happen from the large 
variety of possible things listed there.
