I don't have gobs of boiler-plate to deal with, but I have some... 
I use CopyPaste [www.scriptsoftware.com] to do that sort of thing.  
If you aren't familiar with it, it's a multiple clipboard 
application that can save its data through re-starts.  

I keep a few shipping addresses and so forth, but it could be used 
just as easily for large hunks of boiler-plate.  

It seems to me that - if I had a lot of boiler-plate to deal 
with - I'd keep it in "sets" in files, then load it onto CopuPaste 
clipboards when I expected to paste a lot of it.
