It interferes with everyone's business. Take the following scenario:
I email a customer with confirmation that his order has been despatched. 
He stores my email address in his address book. But he's using Windoze 
and has a "virus". The "virus" grabs my email address and uses it as a 
>From address to spam everyone else in his address book. Some of them 
report my email address to SpamCop which forwards the information to my 
overworked ISP. He doesn't have time to argue and shuts down my account 
until such time as I can prove that I didn't send spam. How do I prove 
that? Well, I have to ask my ISP to wade through my email server records 
for the particular day to see if those recipients were included. Hang on 
a minute - the email addresses have not been divulged and the ISP is too 
busy to do a search anyway...

Basically, the system doesn't work because it relies on human beings and 
guesswork.
