No, if all works properly, you should never see files in the Temp Incoming folder at all. Emailer sticks files there while it is downloading them from the internet. As soon as it is done downloading, it moves the files from that folder, into your mail database and then deletes them from the folder. So in theory, you should never see files in that folder at all. If you do, it is a sign that something didn't work as it should. Of course, now that you have opened that folder, you might as well do the .DS_Store clean routine (make sure the folder is empty, then throw it out, then close all windows before starting Emailer again). If you mess with that folder in any way when running OS X, you risk that OS X will create the .DS_Store file that will cause Emailer to not properly handle the files it puts in that folder.
