It's from Bloom County... Bill the Cat used to say it all the time (he may still, but I haven't seen or read Bloom County in so long, that I don't even know if it still exists... I know for a while they changed it to "Opus and Bill" naming it after the two most popular characters, but I don't know what happened to it after that).
