The closest I know of in Mail is to use the Send Again from the Message menu. However, all that really does is automate the process of making a new email, and copy/pasting the subject, body, and addresses into it.

Upside, you don't have to do all that manually, downside (and a BIG downside for the use you want it for), all the old email addresses are put into the new email, so you then have to go thru and delete them all.

You could probably write an Applescript that does the same thing as Send Again but leaves out all the addresses.
