Um... not exactly. On this QuickSilver G4 with both OS X and 9.2.2 loaded 
I can =boot= into OS 9.2.2 -- which won't allow me to use any OS X 
applicatons. I can boot into OS X (10.2.4) and, unless I =start up= a 
Classic app, I'll just be running OS X.

If I boot into OS X and then start a Classic app, the Classic "shell" (I 
=hope= that's an acceptable term in this context) will start and allow 
the Classic application to run within it -- if I want to print something, 
however, Classic hands the printing chore off to OS X, since in this 
scenario Classic isn't permitted direct access to the printer.
