If you can find 1 CD  (such as the original MAC OS CD that came with the 
G4) that works, then it is a problem of the CD media version.

Several versions and writing techniques exist, en certain drives do not 
read all types of CD and CDR.

Maybe there is a firmware update for your G4 machine ?

But I would first try to see if the original MAC OS CD from the machine 
itself would appear.
