Someone on the Mac List recommended:
RCDefaultApp (freeware)

So I downloaded and installed it - it is a preference pane - set the
prefs for Preview in both extensions and file types (had to create jfif
as it wasn't listed) , rebooted and tried to Change All once again - and
...
Still NO GO. Weird. I had tried RCDefaultApp once to make Emailer the
default Mail program and it didn't work then either!
RCDefaultApp is such great software, I need to rise to its
defense. I believe that neither of the MacOS X issues you
have referenced in this email can be remedied by
RCDefaultApp or by any similar program. I can't figure out
what is happening with your .jfif problem, though I've seen
a similar situation where, for one particular file type, OS
X insists on ignoring my preference for having a particular
app open that one particular file type, even though I have
clearly selected it in the appropriate manner. As far as
RCDefaultApp failing to make Emailer the default email
client, that is an issue that has been widely discussed
here, whereby something in Mac OS X won't allow a Classic
app to be the default app in certain situations. I don't
recall the details, but this is something that no
preference-regulating software can change.
In OS 9, I believe the Internet control panel is the place
where Apple wants you to go to select your file association
preferences [though I'm sure the preferences don't stick in
Classic, but it's worth a try]. I always stuck with the
method which preceded the Internet control panel: the
Internet Config control panel. That one was more
comprehensive, giving me more options and more controls.
