However there has just been an interesting exception here in the UK. The Cabinet Office (ie those reclined on Blair's sofa) added to the 10 Downing Street website a facility to post petitions and add signatures to them. According to the press this was just intended as a gimmick, in effect no more than a large trash can into which the public could dump their concerns. An email campaign against a proposed road charging scheme resulted in over a million and a half signatures to a protest petition. When the minister announced he would be ignoring it the media and political establishment dumped on *him* from a great height. As Martin will perhaps confirm, the policy has been sent back for "review". So once in a while there might be gold in them thar circulars.
