I've had a version available for download on my web site for a long
time. It is also complete, although is not an automated installer,
but does come with directions (more or less) on how to do the install
manually. Mine also comes with a fresh copy of Emailer pre-installed.

download as it comes with a compressed 500 MB drive image.
I also have the same thing in a 68k version (that is, a 68k emulator
instead of a PPC emulator) in case someone wants to run it instead.

I would not be terribly surprised if Apple does not force the
automated one from version tracker to be pulled down. They may no
longer care as it really doesn't impact anything they are doing and
may not be worth their time to raise an issue. Apple traditionally
has been pretty good about ignoring things that don't impact them or
require them to take action.
Also, the ROM file most people are using with SheepShaver is actually
freely downloadable from Apple's web site. It is part of one of the
updates.
