just compile it from source (from memory):
"apt-get source libhtml-embperl-perl"
download the 1.3b5 archive
"cd libhtml-embperl-perl-1.2.1"
"uupdate <path to embperl 1.3b5 archive> 1.3b5"
"cd ../libhtml-embperl-perl-1.3b5"
"debian/rules binary"
"dpkg -i ../libhtml-embperl-perl-1.3b5-1_alpha.deb"
(you'll need "devscripts" and "debhelper" packages installed)
libhtml-embperl-perl is currently an orphaned package. i'll probably adopt
it in a week or so and upload a new version.
i can give you an intel .deb, or the patched source, if you want
