The FAQ tells you how to install Embperl on a machine were you don't have
root access:

In cases like yours, where you even don't have telnet access, you need todo
the compiling and installing on a identical machine (same OS, libs and CPU)
and copy the whole lib tree that build under your privat directory to the
ISP's machine.
