You only need it, if your users use different host and/or ports. If the
whole application is on the same host und port, then it's ok to not set it.

Yes
I think the only chance we have to find this error, is to build more logging
output in your application, to see at which point the user data get's
corruped. For example dump all relevant data (includeing %udat) at the top
of your page(s), before you do anything, so you can see if Embperl delivers
wrong data, or if the data get's corrupted during your processing
