Yes, the difference between CGI and mod_perl is, that the CGI ends after the
request and therefore release all locks, while Apache/mod_perl continues to
run. So if you don't release the lock on your own, the file will stayed
locked.

P.S. You can define a sub called CLEANUP in your page which releases the
lock and Embperl will always call it after the end of the request
