This also works since Apache 1.3.9, but the docs has never been updated, so it seems that nobody has realized it, until this discussion you mention. BTW. The reason of discussion was, that PerlSetEnv is fixed in mod_perl 1.26, so both should now work correct (PerlSetEnv didn't work correct if you have a PerlInitHandler or another handler that is invoked before Apache knows to which directory the request belongs).
