If you set your expiration time to 30 minutes, you are right. In this case
you have to manualy trigger a resend via

 HTML::Embperl::Req::RefreshSession / $r -> RefreshSession

Note. Even if you change the content of %udat, the data is written to disk,
but no cookie is resend. A cookie is only resend if you call RefreshSession.

I am currently working on enhancing session handling and there will be more
configuration possibilities to change this behaviour.
