Yes:

 Execute({inputfile => 'foo.xml', recipe => 'XSLT',
xsltstylesheet => 'foo.xsl',
xsltparam => {'foo' => 'bar'}});

If bar should be a string (and not a node set) it must be quoted e.g.

xsltparam => {'foo' => "'bar'"}});

(That's not something Embperl needs, but the xslt processor)
