As the README.v2 say 2.0 requires a valid perl expression inside of [+ +].
The above are multiple statements, but not a single expression. Simply write
it as
[+ do { local $escmode = 0; "href=whatever" } +]
and it will work.
> <a [- print OUT "href=whatever" -]></a> (yields <a >href=whatever</a>)
This is (currently) not supported in 2.0
