I think you mean "cvs up -dP" not "-pD".
If I change
"$(FILE) ../docs/man/man3/*.3{hal,rtapi} $(DESTDIR)$(mandir)/man3"
to
"$(FILE) ../docs/man/man3/*.3hal $(DESTDIR)$(mandir)/man3
$(FILE) ../docs/man/man3/*.3rtapi $(DESTDIR)$(mandir)/man3"
it works.
