Hi folks, I'm hacking on bfload to improve the support for the PCI
AnythingIO cards from Mesa.  I need to read and write the PCI Config
space.  bfload gets its PCI access from upci, and it doesnt look like
upci supports Config space IO.

Would anyone object if I moved bfload from upci to libpci (pciutils)?

It looks like bfload is about the only user of upci.  There are a pair
of programs called pci_read and pci_write, but they appear unused.
Would anyone object if I removed upci, pci_read, and pci_write completely?
