Read the LFSH - /usr/share/doc is for miscellaneous documentation - Sample 
configuration files are not "documentation". If you use standard packaging 
tools and conventions, the sample configuration files would be installed 
in /usr/share/<package name>/

But then the "default" configuration files are copied to the user's home 
directory anyway, so replacing samples is a non-issue.

You file a bug report on an old release, don't be suprised if it gets closed 
with no action taken.
