There's no reason to think of this as an "emc3" item. In fact, a PID module with autotuning was contributed a few years ago by Pete V. and is found in the emc2.2.x release. It's known as at_pid and has a manual page as documentation.
However, I can't vouch for how exactly it works (e.g., the steps for autotuning) nor for the quality of the tuning.
