Summary: pyVCP Dial display number

Initial Comment:
pyVCP Dial will display a rather large exponent number instead of 0 after you 
make one full turn in either direction then back to zero. The pin also contains 
this number as seen in the HAL Configuration Watch Window. In my example it 
displays -6.938894e-18.

GUI-AXIS is the closest catagory I could find as we don't have a pyVCP one.
