I think the same pretty much goes for 9.04. It's a matter of contributor time that makes us concentrate on LTS versions instead of each new release from Ubuntu---building and testing a patched kernel and RTAI take time, and I don't know of any features in 9.04 that are particularly relevant to CNC.
