Thanks for the reminder. It looks like the change in question is 172569d. The change cherry-picks to v2_3_branch, which is good.
Unfortunately, it still doesn't fit -- I set my desktop to 800x600* and ran stepconf. With all the "fold-up" controls I could find (3 of them) set to be closed, the buttons were still off the bottom. I have the Ubuntu-standard top and bottom bars, and my window manager's title bar is about the same size as the default. (this appears to be due to the size of the penguin image on the opening page, but that hasn't changed--has it?) I also just realized that this doesn't help a user who is stuck on the *first* page, since the buttons are already off the bottom but there are no fold-up controls to fiddle with. Finally, the "fold up" control related to classicladder can't be closed if it was open and then classicladder is disabled.
