Summary: issues with toolchange with certain configs

Hi,
I've noticed what appears to be a bug in EMC. I just did all my updates so it's 
the newest release (2.3.4). 
I wrote a ladder for my toolchanger, and everything works great. The minute i 
add TOOL_CHANGE_QUILL_UP = 1, TOOL_CHANGE_POSITION = # # #, or 
TOOL_CHANGE_AT_G30 = 1 to the ini, it doent work. When i attempt to change 
tools with any of those lines in my ini, it goes to the proper position, and 
just sits. If i attempt to enter another t#m6, it gives me an error that says 
que not empty after toolchange, or something along those lines. If i f2/f2, and 
try again when it's already in the correct position for a tool change, every 
once in a while (maybe 1 out of 5 attempts), it'll actually change a tool, but 
usually gives the same error. 
At first i thought this was an issue on my side, but i #'ed all the toolchange 
i/o's in hal, and put in toochange=>toolchanged and toolprepare=>toolprepared 
loops instead with the same results (it gives the que not empty error).
There is one other person that is having the same issue, and he said at one 
point it was working fine, then recently it started doing this. He is using 
TOOL_CHANGE_AT_G30 = 1.
