Geez, if you are going to go to that much trouble, and have the external 
device trying to
GUESS what the G-code program really wants, why not do what Pico and 
Mesa do,
which is to send a step rate to the device, and get position back, so no 
errors in position
are introduced?  If the whole idea is to fix a system that has really 
bad latency, I think this
is a bad concept from the start.
