I too did think of a database for tools some time ago but kept quiet iirc.

There could be the option to have tool holder being separate from
tooling on the holder so offsets can be summed.

This is more obvious if you think shaft and spacers on a horizontal
machine and cutters with their own offset from mounting edge to
cutting edge, or for a gear milling cutter, its centerline from
mounting edge.

If you have two head using one changer, and tool IDx is currently in
spindle one and spindle two then needs to wait till one has got to the
next tool change.
So should the tooling db be separate from emc so different machine
instances can call up tooling, that would also enable tool setters to
measure tooling and enter to the database.
