I've tried to document the high-level view of the current information flow of 
"anything tool" within EMC - I need to understand it fully before I address it.

I would appreciate corrections/addenda wrt to the current status, as well as 
any suggestions for improvements.

Standing back from it a bit, I notice that this is a hell of a lot of 
(hopefully) synchronized copies for a single object (2 x _setup.tool_table; 
emcStatus in 3 processes, the UI Python tool_table object, and the external 
tooltable file).
