G98 retract is to the destination of the last G1 or G0 move, not the position of the axis at the start of the cycle. This can be demonstrated by issuing a G0 then a G98 G81, then jogging to a new Z and repeating the G98 G81. The retract will be to the initial Z, not the jogged-to Z.
